The Proposals
The proposed development seeks to deliver approximately 110 new homes including 25% affordable housing.
We are preparing an outline planning application with all matters reserved except access. This means that the principle of residential development and the proposed access arrangement will be determined at this stage, while the detailed layout, scale, appearance and landscaping will be subject to further approval through reserved matters applications.
A mix of house types and sizes is envisaged in order to meet a range of local needs. At this stage the precise mix is not fixed, but the site is capable of accommodating a variety of homes, and will be designed to respect and respond to the properties on Bickley Close.
Highways and Access
Vehicular and pedestrian access is proposed from Bickley Close.
Alternative access options were carefully considered, including from Silver Street, and have been discussed with Norfolk County Council as the highways authority. It was concluded that access from Bickley Close represents the safest and most appropriate solution, taking account of the single-lane nature of Silver Street, the existing speed limit and the presence of a drainage ditch. A 20 mph speed limit will be implemented on Bickley Close and the new estate roads.
A Transport Assessment is being undertaken to evaluate the potential impact of the development on the local transport network. Initial work undertaken shows that there will be no issues with capacity, congestion or safety.
Encouraging active travel methods
Good pedestrian and cycle connections link Besthorpe with Attleborough, providing convenient access to town centre amenities and Attleborough railway station.
Bus route 13 serves local stops and provides regional links to Norwich, while route 82 offers more local connections to the surrounding area. Attleborough railway station provides direct connections to Norwich, Cambridge, Ely, and Peterborough, with onward connections to London.
A Travel Plan Framework will accompany the application, promoting walking, cycling and public transport use and encouraging sustainable travel behaviour.

A Landscape-Led Approach
The scheme incorporates landscaping along the northern boundary adjoining Bickley Close, as well as the provision of an attenuation basin. Green buffer planting will be incorporated around the site perimeter to enhance screening and protect the privacy of new and existing residents.
Existing mature trees and hedgerows will be retained wherever possible and will be supplemented by new planting, ensuring measurable improvements to habitat value.
The scheme will also increase public open space by opening up a site that is not currently publicly accessible and delivering a dedicated play area, providing opportunities for recreation, informal play, and socialising.
This approach aligns with local priorities around green corridors, open space provision and the integration of sustainable drainage, which are strongly promoted within the Attleborough Neighbourhood Plan.
Flooding and Drainage
Flooding is an important local consideration and has been carefully assessed. The site lies within Flood Zone 1, the lowest risk category.
Sustainable Urban Drainage Systems (SuDS) will be incorporated throughout the development. These may include attenuation basins, swales and controlled discharge mechanisms to manage surface water runoff. The design will ensure that runoff rates do not exceed existing greenfield conditions and that the development does not increase flood risk elsewhere.
These drainage features will be integrated within landscaped areas, providing both functional and environmental benefits. Engagement has also taken place with relevant stakeholders, including Anglian Water, and discussions are ongoing.
Delivering Local Benefits
In addition to providing new homes, the development would deliver:
25% affordable housing to help meet identified local needs
Employment opportunities during construction
Substantial open green space including recreation spaces, and play areas
Support for local businesses through increased footfall
Financial contributions through Section 106 agreements, supporting infrastructure such as education, healthcare and community facilities, subject to local requirements.
Sustainable drainage solutions to address known flood risks
